1. Finding a Resident
  • A client may approach you with a Housing Choice Voucher, or you can list your available unit(s) for voucher holders to view.
  • Your unit will be placed on an internal YHA listing and provided to all participants actively looking for a unit.
  • List your unit for free on www.affordablehousing.com a popular site visited by voucher holders searching for landlords that accept vouchers.

Note: YHA does not steer families to specific landlords or units.

  1. Approve a Resident
  • YHA determines family eligibility, but the landlord should conduct their own resident screening using the same legal, non-discriminatory procedures you use for any non-assisted applicant. Landlords retain full authority to screen applicants using their customary screening criteria, including rental history, credit checks, and background reviews, provided those standards comply with applicable Fair Housing Laws.
  • Landlords are not required to accept any client who does not meet their internal screening criteria and standards, provided those criteria are applied consistently and comply with all Fair Housing laws.

  1. Tenancy and Unit Approval.
  • Once the landlord has approved the family, a completed Request for Tenancy Approval (RFTA) packet must be submitted to our office. Eligible clients will already have this packet prepared for your review and signature.
  • YHA must determine that the proposed rent is reasonable compared to similar unassisted units in the area. In addition, the unit must pass a Housing Quality Standards (HQS) inspection to ensure it meets basic health and safety requirements.
  • These inspections focus on key items such as working heat, safe electrical and plumbing systems, structurally sound conditions, and properly functioning smoke and carbon monoxide detectors. Units are inspected prior to move-in and periodically thereafter to confirm continued program compliance

Note: If the unit does not pass the initial inspection, the landlord will be provided a reasonable period of time to complete the required repairs and bring the unit into compliance with HUD mandated standards.

  1. Contracts and Leases
  • Once the unit passes HQS inspection and meets program requirements:
  • Landlord and the resident sign a 12-month lease.
  • YHA signs a Housing Assistance Payments (HAP) contract with landlord.
  • After both are signed, YHA will make payments that are issued via direct deposit on a consistent monthly schedule, providing a reliable source of rental income to the landlord as long as:
  1. The family remains eligible.
  2. The unit continues to meet program regulations.
